INCENTIVE/FIT: At this canon point, Sheva has just chosen to sacrifice herself for the greater good of the world. Finding out that Wesker survives the fall and that the representative can make certain to exchange the death of Wesker and destruction of the Uroboros for her energy production, she would agree to stay in Eudio. In this exchange, leaving out the fact that Chris keeps her from falling with Wesker would lead her to assume her death, which she's entirely prepared for anyways. If she believes she's dead at home, then Eudio would be the only way to at least help save the world back home. To her, this arrangement is a small price to pay for millions of lives.

Sheva's a survivor, and despite her rough and uncharacteristic childhood growing up, she appears to be rather well adjusted socially throughout the game. Given her background and driven nature, it's likely that Sheva steered away from long term relationships to focus on school and her career. Instead, Sheva probably enjoyed shorter term and honest relationships during her time at university before training for the BSAA began. The only real issue she will have is the fear of catching diseases like HIV (or any biological agents that could be considered a threat to the populace) and getting pregnant. Trust is a big thing with her in all aspects of her life, and intimacy is no different.

ANYTHING ELSE? She'll be coming straight in from her mission in Kijuju, so the items she's bringing in will only include what's on her person. Basically, it's her in game inventory and that will include weapons. Once she finds out she needs permits for them, she'll do the paperwork rather than lose her babies.
